There is a law that is being proposed in Australia that will make it a crime if you don’t walk your dog. The whole idea of the law is to get the dog owners to walk their dog and not keep them chained up or locked in a house and make sure they are feed right.
A spokesman for the Federal Department of Agriculture said: One of the goals of the Australian Animal Welfare Strategy is to develop national standards and guidelines for the care of different kinds of animals.
The head of RSPCA Victoria Dr Hugh Wirth said: The new standards would be regulatory, therefore a breach of the standards is a breach of the law. The draft will tell people what they have to do rather than what they want to do.

I think that goes to far. I can understand the chained up part, but not walking the dog. Thats extreme. Some people simply let their dogs out into a run or their entire yard which is fine. In some cases people with toy dogs train them to use a litterbox which is also fine. I think this law needs to be more specific in what constitutes "Walking"
